Seeking Comments on Proposed Revision to IUP’s Sexual Harassment Policy

To address changes in federal laws, IUP’s Sexual Harassment Policy is being revised. IUP’s Sexual Harassment Policy was first approved by University Senate in 2003. Since then, it has been revised twice, most recently February 2012. In 2013, two federal laws were passed which set new expectations for the university: the Campus Sexual Violence Elimination (SAVE) Amendment to the Clery Act and the Violence Against Women Reauthorization Act. To be in compliance with these federal laws, the current policy must be revised.

The proposed revisions are narrowly focused and address the following:

  • Expands scope to include sexual violence, sexual assault, dating violence, domestic violence, stalking, and child abuse, in accordance with federal regulations
  • Reinforces the importance of reporting for all members of the university community:
    • Defines campus security authorities (CSAs)
    • Includes vendors
    • Updates informal and formal procedures for employees
    • Stipulates the “preponderance of evidence” standard
  • References the university’s annual security report as the publication that sets forth the university’s obligations related to reporting of crimes
  • Sets expectation for education and training, including contact information and resources for support
