The
Reciprocal Limitations Act requires Commonwealth Agencies to give preference to
those bidders offering supplies produced, manufactured, mined or grown in
Pennsylvania as against those bidders offering supplies produced, manufactured,
mined or grown in any state that gives or requires a preference to supplies produced,
manufactured, mined or grown to the detriment of Pennsylvania contractors. The amount of the preference is equal to the
amount of the preference applied by the other state for that particular supply
or service.
Contractor’s that are
non-resident bidders with a proposal greater than the minimum bid limit must
complete and submit pages 3 and 4 of the form GSPUR-89 with
their bid.
