Bid awards will be based on pre-established selection criteria and shall be made within 60 days of the bid opening to the low bidder, except in instances where it shall be determined that the low bidder is not responsible or that it is in the best interests of the university to make the award to other than the low bidder. Consultation between university legal counsel, the requesting department, and the Procurement Services staff will produce the award.
Extensions of the date for the award may be made by mutual consent of the contracting officer and the lowest responsible and responsive bidder.
