Pennsylvania State Grant awards through the Pennsylvania Higher Education Assistance Agency (PHEAA) are funded under the Pennsylvania state  budget. Because the 2016 fiscal year budget has not yet been passed by legislators, PHEAA State Grant awards cannot be finalized.
