Flexible Spending Account Open Enrollment

    • The FSA open enrollment period for the 2014 plan year is November 4 through November 15, 2013, and enrollment can be completed via Employee Self Service (ESS).
    • The FSA allows you to set aside money on a tax-free basis for qualified medical and dependent care out-of-pocket expenses.

    Enrolling in a medical reimbursement FSA will allow you to pay for certain out-of-pocket medical expenses (such as office visits and prescription drug co-pays) for you and your dependents on a pre-tax basis.

    A dependent care FSA will provide a pre-tax payment method for certain dependent care expenses (such as daycare and after-school care) that are necessary so that you and your spouse (if you are married) can work.

    For both types of FSA accounts, WageWorks is the administrator of the program. Tools offered by WageWorks include the ability to submit claims for reimbursement via mail, fax, online, or smartphone. Participants in the medical reimbursement FSA will also have the use of a debit card which provides electronic access to funds for eligible expenses. After enrollment, participants will have the ability to manage their account online, as well as access to a wealth of information, at the participant website.

    Enrolling for 2014

    After you have made your decision, either follow the instructions to enroll in the FSA via Employee Self Service (ESS) before the enrollment deadline of November 15, 2013.

    When using ESS to enroll, after submitting your enrollment you will receive an e-mail confirming your 2014 FSA election. Please retain the e-mail confirmation as your record of enrollment. If any discrepancy should arise, you will need this document as proof of enrollment. If you do not receive a confirmation e-mail after completing your enrollment, your enrollment was not correctly submitted—you will need to log back into ESS and complete the enrollment process by clicking “Submit Enrollment.”

    If you are currently enrolled in an FSA plan for 2013, your enrollment will not carry over to 2014. To continue your FSA enrollment plan to year 2014, you must either enroll throughESS or submit a paper enrollment form to the Office of Human Resources before the enrollment deadline of November 15, 2013.

    Important Information on Changes to the 2014 Flexible Spending Account

    Effective with the 2014 plan year, FSA participants will have the ability to carryover up to $500 of unspent healthcare FSA monies into the following plan year (the 2015 calendar year), and will have that entire year to incur and submit eligible expenses against those carryover dollars.

    2013 FSA Plan Reminders

    If you enrolled in a medical reimbursement account in 2013, this account has a two-month grace period ending on February 28, 2014. This means that you can submit claims for expenses incurred during the first two months of the plan year, and any leftover funds in your account from the prior plan year can be used for these services. Both the medical reimbursement account and the dependent care reimbursement account have a three-month run-out period (ending March 31, 2014) after the plan year ends (on December 31, 2013) to submit reimbursement claim forms for all eligible FSA expenses incurred during the plan year.
