Custodial Posting Agreement: Main Campus

This agreement was reached between AFSCME, Local 763 and Management at IUP.  The Agreement shall be honored for classifications represented by the N-1 bargaining unit, Human Services Unit, Non-Professional Non-Supervisory.  Unless otherwise noted herein, criteria from the CBA will prevail.

The following procedures were established.

  1. Lateral Transfer Requests (same shift and days off schedule for Custodial Worker’s 1’s and 2’s)

    An employee desiring a lateral transfer shall submit a written request to the Custodial Services Office stating the specific reasons for the requested transfer.  These requests will be kept on file in the Custodial Services Department and reviewed when a vacancy occurs.  Generally, lateral assignments will be made by Master Agreement seniority unless there are extenuating circumstances.  Employees, who have submitted a lateral request and are notified that they are awarded the lateral assignment, will not be able to reject the offer. 
  2. Any vacant position (Custodial Worker 1 and Custodial Worker 2) which is posted will include the shift and days off.
  3. All vacant positions (Custodial Worker 1 and Custodial Worker 2) will be posted for nine (9) days, eight full calendar days.  This includes the following:

    a.  Shift preference bids (postings will include days off)
    b.  Promotion bids (Custodial Worker 1 to Custodial Worker 2)
  4. Employees who have submitted a bid for shift preference may withdraw their bid during the posting period.  Unless the bid is pulled PRIOR to the bid deadline, the successful bidder must accept the bid award.
  5. Employees who have submitted a bid for promotion will have 24 hours after the bid award to accept or reject the bid.


The parties agree that the following Article and Sections of the Collective Bargaining Agreement between the Commonwealth of Pennsylvania and AFSCME shall be waived:

          Article 29, Seniority: Section 4 (Posting requirement)
                                     Section 10 (Submit written request to Custodial Services Office)
                                     Section 11 (Shift assignment)


This agreement will commence on July 1, 2011 and expire on June 30, 2015.  This agreement may be renegotiated at any time prior to its expiration with a thirty (30) day notification by either party.
