Biography

Dr. John A. Anderson performs service and consulting in program planning and evaluation involving quantitative and qualitative methods. He’s a professor of sociology and the director of the Administration and Leadership Studies Research and Training Center (ALS-RTC) at Indiana University of Pennsylvania (IUP). He instructs graduate classes in applied statistics, advanced quantitative methods, and program evaluation. He directs various projects (averaging in excess of $1 million per year), which involve the use of modern data analysis, model development, adult learning, and program evaluation. 

Dr. Anderson has 29 years of experience directing local government infrastructure related technology transfer activities; evaluating training needs and outcomes; and developing methodologies used for allocating billions in public sector expenditures based on quantitative assessments of market practices, policy execution, and sociopolitical factors. In addition to local government infrastructure, Dr. Anderson spearheaded research frameworks and forecasting models for the PA Department of Human Services (DHS) to address aging and waiver related services relative to population growth; evaluated incident management concerns for persons with disabilities; assisted the executive director and board for the Pennsylvania State Association of Boroughs (PSAB) with program development, marketing, and strategic planning; and has directed strategic management and planning exercises with international, national, state, and local policing departments. He has provided services to the administrative staff of Bethesda Mission, volunteered for their mobile mission efforts, and assisted in preparing for a multi-organizational community dialogue on homelessness and poverty in the Harrisburg, PA area.
