Important Changes to State Testing Requirements

Effective April 2, 2012, the Pennsylvania Department of Education (PDE) will be using new qualifying exams and select new Praxis II exams for teacher certification. The Praxis I exams previously used by the PDE, the ETS Preprofessional Screening Tests (PPST), have been discontinued.

Starting on April 2, 2012, a new series of qualifying exams, the Pre-service Academic Performance Assessments (PAPA), will replace the current ETS Preprofessional Screening Tests. Like the PPST exams, passing scores on the new Pre-service Academic Performance Assessment exams are required of all teacher education candidates for admission to Step I in the IUP Three-Step Process. All successfully completed PPST exams taken prior to April 2, 2012, will be honored by IUP and the PDE.

Additionally, on April 2, 2012, there are new Praxis II exams for certifications in Early Childhood PreK-4, Special Education PreK-8, and Special Education 7-12. All teacher candidates seeking these new PDE certifications are required to take the new Pennsylvania Educator Certification Tests (PECT) for these certification areas.

Finally, information about both the new Pre-service Academic Performance Assessments (PAPA) for all candidates and the Pennsylvania Educator Certification Tests (PECT) exams for Early Childhood PreK-4, Special Education PreK-8, and Special Education 7-12 can be found on the Pennsylvania Educator Certification Tests website.

All other tests for Praxis II will continue to be administered by ETS until further notice.

The PAPA, PECT, and Praxis Series provide tests and other services for Pennsylvania and other states to use as part of the teacher licensing and certification process.

IUP requires that you pass the PAPA (Pre-service Academic Performance Assessments) to assess your ability in reading, writing, and mathematics by the end of your third semester. You must then pass the PECT or Praxis II exams, which consists of one or two tests that measure your knowledge of your respective teaching discipline, before you may student teach.

The PAPA and PECT exams may only be taken in a computer-based format. Some Praxis II tests are offered in both the paper- and computer-based format. Check the ETS website for Pennsylvania testing requirements for your subject area.

The last date for IUP to receive scores to qualify for spring 2015 student teaching is January 5, 2015, for either the computer-based or paper-based exams (no exceptions).

What Candidates Must Bring and Must Not Bring to the Test Administration

We have received updated information from ETS and IUP University Testing regarding what candidates must and must not bring to any administration of any Praxis test.

The Policy

Cell phones, BlackBerry devices, PDAs, or any other electronic or photographic devices are not permitted in the test center. Possession or use of any of these devices will result in dismissal from the test center, forfeiture of test fees, and cancelation of test scores.

Staff will not hold or collect devices from examinees under any circumstances.

Additionally, there have been issues with students not bringing appropriate identification.

All test takers must read the identification requirements on this page: On Test Day Overview.

This information applies to both computer-based and paper-based tests.

What Do I Do if I Don’t Pass the PAPA Tests?

Students are permitted to take the PAPA tests five times. If you don’t pass the PAPA exams after the fifth attempt, you will need to download and complete the Request for Appeal. The appeal form will be needed for a meeting with the associate dean for Teacher Education. After completing this form, contact the Teacher Education Office to schedule an appointment to discuss your appeal (724-357-2485).
