Government Information / Outreach Librarian

Dr. Theresa McDevitt is the Government Information/Outreach librarian. She serves as the coordinator of IUP’s Pennsylvania State and United States depository library collections.

IUP Libraries is a depository library for Pennsylvania and United States government documents. This collection includes paper, microform, and electronic versions of government information sources provided by the state and federal government.  

Dr. McDevitt also serves as the Outreach librarian. Her outreach duties include actively cultivating partnerships with university divisions and constituencies which share IUP Libraries’ mission of promoting general and information literacy and student academic success. Closely related to her duties of depository collection coordinator and outreach librarian is her role as embedded librarian for the College of Humanities and Social Sciences and her work as subject bibliographer for History, Religious Studies, and Women’s Studies.

Depository Library Information

IUP Libraries has been a depository library for Pennsylvania State (1972) and United States federal (1962) documents for many years. Historically, this collection included information in paper and other tangible formats. More recently, dissemination of government information has moved to electronic format and access is now primarily over the Internet to electronic documents information sources.

While a small separate collection of Pennsylvania state and federal documents remains, most documents in tangible format will be found in IUP Libraries’ reference, circulating, and serials collections. Access to the government information is through our online catalog. Records for older paper documents and newer federal government documents in electronic format are added to our online catalog to facilitate access to this important information source.

Government Information and the General Public

Chapter 19 of Title 44 of the U.S. Code guarantees “government publications available for the free use of the general public.” The IUP library posts no restriction for using the collection, but a fee will be charged for printing or photocopying documents. The photocopy machines in the library can only accept IUP-issued I-Cards and photocopy cards. There is a vending machine that sells photocopy cards on the first floor of the library.


As Outreach librarian, Dr. McDevitt attempts to develop and grow partnerships with university divisions and constituencies which share IUP Libraries’ mission of promoting general and information literacy and student academic success.

Parties interested in holding meetings, workshops, activities, or public lectures in the library, or who are looking for library or information literacy-related workshops or activities to be offered outside the classroom and library, are urged to contact Dr. McDevitt, who would be happy to assist them.
