Background Checks to Protect Minors
August 2013

Does IUP have a current background check policy?

Yes, it can be found on the Office of Human Resources Policies website under Background Investigation Policy.

Is the current policy going to be revised?

Yes, a committee is updating the policy to conform to current regulations. Normal university procedures will be followed for review and approval of the revised policy, including University Senate review.

What background check is currently required?

An Act 34 check is required prior to employment for candidates for positions at IUP, and it is also required for individuals (volunteers, students, itinerant employees) who work in camps, conferences, and events that include minors.

How far ahead of time should I begin obtaining the background checks?

At least 30 days before a scheduled event.

What background checks will be required?

Who will be required to obtain background checks?

Individuals who directly engage in activities involving minors are currently required to obtain Act 34 clearance. Clearance requirements will be expanded under the revised background check policy.

What happens if the required checks are not completed in time?

For liability reasons, IUP will not permit individuals who do not receive Act 34 clearance to participate in the event.

Who will pay for these background checks?

Currently the individuals who are employed or volunteer solely for the event, conference, seminar, or workshop assume the costs. IUP does not pay for these background checks, currently.

Who keeps the records, and who can see the results?

The current policy addresses these issues.

How long will the records be kept?

These records will be subject to the IUP Retention of University Records policy, like any other record.

When must I comply?

All students and volunteers must obtain Act 34 background checks now.

The date for obtaining all three clearances is for any event, workshop, conference or seminar involving minors, occurring on or after January 1, 2014.
