PA Unified Certification Program

In March 1999 the Disadvantaged Business Enterprise (DBE) Regulation, 49 CFR Parts 26 & 23 Airport Concessions, took effect and revamped the U.S. Department of Transportation’s (US DOT) DBE Program and imposed requirements on states to narrowly tailor their DBE Programs and establish a Unified Certification Program.

Firms certified as a DBE with the PA Unified Certification Program (UCP) are eligible to participate on any Federal Aviation Administration (FAA), Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) funded contract as a DBE or Airport Concession Disadvantaged Business Enterprise (ACDBE).

Single Certification Process

The UCP provides "one-stop-shopping" for DBEs. One-stop-shopping means that an applicant for DBE Certification in a State files only one application and goes through one certification review to achieve DBE Certification that is recognized by all recipients of FAA, FHWA and FTA funds in the State. Each State has its own UCP.

In support of this requirement, the Commonwealth of Pennsylvania established a PA UCP Task Force. This Task Force agreed to DBE Certification based on mandatory reciprocity among the certifying entities in the State. As a result, five organizations, known as Certifying Participants, certify DBEs in Pennsylvania.

Register with the PA UCP

Mandatory reciprocity is a component of the PA UCP. Accordingly, once you are certified by any of the certifying participants, all recipients of FAA, FHWA or FTA funds in Pennsylvania will recognize your DBE Certification.
