Health Care Coverage for Temporary Faculty Members

To be eligible to enroll in the PASSHE health care program, a temporary faculty member must meet the definition of a full-time faculty member or a part-time faculty as stated below:

Full-Time Faculty

A full-time faculty member is defined as a faculty member with an appointment to work a standard workload (12 credits) for two consecutive academic semesters. A full-time temporary faculty member is eligible for health and prescription drug coverage through the PASSHE health care program at the full-time employee contribution rate. A temporary faculty member with an appointment to work 100 percent for only one academic semester is not eligible for health and prescription drug coverage through the PASSHE health care program. Eligiblity may change if the faculty member receives a revised appointment for the entire academic year.

Part-Time Faculty

A part-time faculty member is defined as a faculty member with an appointment to work less than a standard workload (12 credits), but at least 50 percent of a standard workload (six credits) for one academic year. Faculty members who have a less than 50 percent appointment for either semester in an academic year are not eligible for enrollment in the PASSHE health care program. A part-time faculty member with an appointment of 50 percent or more for both semesters of an academic year is eligible for health and prescription drug coverage through the the PASSHE health care program at the part-time employee contribution rate.

A faculty member with an appointment for 50 percent to 99.9 percent of a standard workload (six to 11.9 credits) for one semester and a standard workload (12 credits) for the other academic semester is considered a part-time faculty member for that academic year and subject to the part-time biweekly health care contribution rate if electing to enroll in a PASSHE health care plan.

Cost of Health Care Coverage

The cost of the PASSHE Health Care Program depends on the type (PPO or HMO) and size (single, two-party, or family) of the plan the faculty member elects. Employee health care contributions are a percentage of the premium for the elected plan and are deducted from the faculty member’s biweekly pay on a pre-tax basis. The cost includes both health care coverage and prescription drug coverage. New temporary full-time faculty members who elect to enroll in the PPO plan and who are able to continue their health care coverage over the summer (see below) must participate in the PASSHE Health Care Management Program, Healthy U, to continue to receive the lowest health care contribution for the next academic year. Continuation Of Health Care Coverage Over The Summer

Full-time temporary faculty members may continue health care coverage over the summer if the faculty member has a reasonable expectation of receiving an appointment for a standard workload for the Fall semester of the next academic year. If a temporary faculty member is not expected to return for the next academic year, health care coverage will end on the last day of the faculty member’s appointment.

Part-time temporary faculty members are not eligible to continue health care coverage over the summer. Health care coverage for temporary part-time faculty members will end on the last day of the faculty member’s appointment.

Summer Contracts

Summer contracts of employment are not a factor in determining benefits eligibility. Full-time temporary faculty members who were eligible for health care coverage during an academic year and receive a summer contract, but are not expected to return for the next academic year, will have their health care coverage terminated at the end of the Spring semester.

Notification Of Health Care Coverage Eligiblity

Temporary faculty members eligible for health care coverage during the academic year and/or eligible to continue health insurance benefits over the summer will be notified in writing by the Office of Human Resources. Enrollment in the PASSHE health care program must occur within thirty days of the date of eligibility or within sixty days of a qualifying change in status. Pennsylvania Faculty Health and Welfare Fund
