- Meeting called to order by Dr. Timothy Mack, Dean, School of Graduate Studies and Research
- Introductions
- Attendees introduced themselves and shared which program they coordinated.
- New Business
- Dr. Werner, President, led an open forum about graduate enrollment. He stated there is some softness in graduate enrollment. A primary role of our institution is graduate education, and IUP is the only doctoral research institution within PASSHE.
- Dr. Downing emphasized there is a long history of steady growth in graduate enrollment at IUP, and that some of this occurred when there was softness in undergraduate enrollment. Dr. Downing stated that it would be a bad idea to decentralize the School of Graduate Studies and Research because of the amount of support that the SGSR supplies to the graduate programs on campus, and that his program could not possibly handle the increased workload from decentralization. Dr. Pagnucci stated his program would also suffer without support from the SGSR. Dr. Werner indicated that IUP had the opportunity to decentralize the SGSR when it had a succession of interim deans and that would have been the appropriate time to do it, instead of now.
- Dr. Dandaneau commented that the reorganized formula funding dollars of 1999 did not find its way to the SGSR, and as an ex interim dean of the SGSR she believes that it should have. Funding should follow the initiatives so the money can be spread over more students. Dr. Werner indicated that funding decisions of that long ago are really beyond his purview.
- Dr. Jalongo stated enrollment in her doctoral program has quadrupled in the past few years but it could be negatively affected if other PASSHE schools offer a Doctor of Education. Dr. Werner indicated that he will be meeting with Gerald Intemann, Timothy Mack, Yaw Asamoah, Mary Ann Rafoth, Mary Swinker and Mary Lou Zanich to discuss the impact of this issue on IUP. The meeting will occur on November 9th. Dr. Werner also responded that not all 14 PASSHE schools are capable of offering a D.Ed. The process is lengthy and not instantaneous. He suggested creating more partnerships and cooperating programs such as the agreement IUP has with East Stroudsburg.
- Graduate Assistantship Reallocations Power Point
- Dr. Mack and Donna used a PowerPoint presentation to discuss several models to reallocate graduate assistantships. Information was presented on how programs would be affected. The PowerPoint presentation had been previously shown to the Deans, and will be shown in the near future to the University-Wide Graduate Committee. Dr. Mack asked for email input and comments on GA allocations.
- Differential Tuition
- Dr. John Kilmarx, Associate Vice President for Academic Administration, presented information on the proposed increase in graduate tuition. To minimize the loss of faculty lines, a 5% tuition increase on all doctoral programs and select master’s programs is being proposed.
