The FSA open enrollment period for the 2014 plan year is November 4–15, 2013.
The FSA plan allows you to set aside money on a pre-tax basis for qualified medical and dependent care out-of-pocket expenses. Enrollment in the FSA can be completed through Employee Self-Service (ESS) beginning November 4, 2013.
