Indiana University of Pennsylvania’s (IUP) National Emergency and Disaster Information Center (NEDIC) has been in operation since 2005. Its mission is to promote research, education, and outreach surrounding emergency and disaster information, as well as to facilitate multidisciplinary communication and collaboration on a local, state, and national level.

Center personnel have subject matter expertise in military medicine, CBRNE incident management, disaster response research, use of simulation for on-scene medical intervention, and community preparedness activities. NEDIC activities are designed to support emergency and disaster research by maintaining subject matter expertise, promoting interdisciplinary research (both basic and applied), supporting community efforts, and participating in activities which serve to advance the research agenda of IUP within this area.

NEDIC currently houses the National Guard Bureau Civil Support Team Information Management System (CIMS) project. This technological solution was developed to support operations for a specialized military first responder. Civil Support Teams (CSTs) of the National Guard are resources available to each state and territory of the United States. The CST mission is to assist civil authorities in understanding and dealing with chemical, biological, radiological, nuclear, or high-yield explosive (CBRNE) incident sites. CSTs play a significant role in identifying CBRNE agents and substances, assessing current and projected consequences, advising on response measures, and assisting with requests for additional support.

In addition, NEDIC activities focus on collaborative efforts underway in the region to support emergency and disaster preparedness. These efforts include Indiana County’s Health and Human Services subcommittee (one of five subcommittees of the County’s Disaster and Terrorism Task Force), the Joint Readiness Center (JRC), and other activities associated with emergency response.
