The Homeland Security and Defense Education Consortium, or HSDEC, is a network of teaching and research institutions focused on promoting education, research, and cooperation related to and supporting the homeland security/defense mission. The consortium is committed to building and maintaining a community of higher education institutions supporting this mission and the overall homeland security effort through the sharing and advancement of knowledge.

Vision

Conduct research, develop technologies, train professionals, and educate students to protect and defend America from future terrorist attacks and disasters through education, research, and community outreach.

Focus

The John P. Murtha Institute for Homeland Security’s (the Murtha Institute) focus areas are education, outreach and training, and research and development in homeland security, which includes emergency management, public health preparedness, security and intelligence, and homeland defense.

Mission

The John P. Murtha Institute for Homeland Security leads Indiana University of Pennsylvania’s unified effort to provide quality educational programs, conduct significant research, and provide effective community outreach in the areas of homeland security and homeland defense. We strive to prevent and deter future terrorist attacks, and reduce the threats and hazards to the United States, through our educational and training programs, and our research.

HSDEC Tenets:

  • Ensure the Department of Defense (NORAD and USNORTHCOM) role in, and perspective on, homeland security is adequately and accurately reflected in educational initiatives.
  • Promote and facilitate homeland security related education program development.
  • Focus and facilitate homeland security related research and development.
  • Encourage cooperation between consortium institutions.

HSDEC was established by the North American Aerospace Defense Command and US Northern Command (NORAD and USNORTHCOM)/(USNORTHCOM), in collaboration with the University of Colorado, Colorado Springs, the University of Denver, and the US Naval Postgraduate School.
