Export Control Licensing and Exception Certification Instructions

Export Control Compliance Procedures for International Travel

The following procedure should be followed to ensure compliance with Export Control Regulations in regards to international travel:

  • Traveler completes the International Travel Questionnaire and submits the questionnaire to Accounts Payable, B-18 Clark Hall.
  • International Travel Office staff will evaluate the questionnaire and contact the traveler with any additional questions and recommendations on completing a BAG License Exception Certification and/or a TMP Export License Export Certification.
  • Traveler completes BAG and/or TMP certifications as requested and submits said documents to International Travel Office staff.
  • International Travel Office staff work with Pennsylvania State System Export Control Officer, using the information presented in the BAG and/or TMP certifications, to evaluate export license requirements.
  • International Travel Office Staff and theState System Export Control Officer work to secure any required licenses.
  • Traveler is provided with the required documents prior to international travel event.
  • Copy of BAG and/or TMP certifications are provided by the International Travel Office Staff to theState System Export Control Officer.

This information is for your benefit; the checklist does not need to be submitted to the International Travel Officer.

International Travel Questionnaire - A questionnaire designed to capture the information needed for evaluating licensing or license exception requirements related to your international travel. Please complete the questionnaire and deliver the signed original to the International Travel Officer for evaluation.

Required Forms Matrix - What licenses or exceptions are required or recommended?

TMP License Exception Certification - A certification that the IUP-owned property being taken with you or shipped separately to your international destination is being exported temporarily as a tool of the trade and an export license is not required. Based on the information you provide in the International Travel Questionnaire, the International Travel Officer will determine if the certification is needed and will assist you in completing the certification. When this certification is applicable, you should carry a signed copy of the exception with you while traveling. A signed copy of the certification will also be kept on file at the university and the State System.

BAG License Exception Certification - A certification that the personally owned property being taken with you on your university-funded international travel qualifies as carry-on baggage and an export license is not required. Based on the information you provide in the International Travel Questionnaire, the International Travel Officer will determine if the certification is needed and will assist you in completing the certification. When this certification is applicable, you should carry a signed copy of the exception with you while traveling. A signed copy of the certification will also be kept on file at the university and the State System.
