Job Training Programs and Educational Opportunities

Due to high unemployment rates locally and nationally, more individuals are exploring higher education as an option to obtain marketable skills for today’s increasingly competitive work environment.

Qualifying individuals may receive assistance for such training in the form of Trade Adjustment Act or Workforce Investment Act (WIA) funds, which are designed to assist unemployed workers obtain new skills and reenter the workforce as quickly as possible. Eligibility is determined through a local CareerLink® Office.


The federal Workforce Investment Act of 1998 redesigned job training programs to make them more demand-driven and accountable. WIA emphasizes that the workforce development system must recognize the needs of local employers and develop education and training so that supply can meet demand.

The execution of WIA is carried out through the Pennsylvania Workforce Investment Boards, who established and manage the PA CareerLink system. In Pennsylvania, CareerLink Offices are one-stop centers that provide an array of services at one location with staff from various state, federal, nonprofit, and other partner agencies, including those that offer education and training.

IUP is a Certified Training Provider

WIA legislation also mandates that providers of education and training become certified by both the local WIB and the state Department of Labor and Industry. IUP is currently participating in this certification process and has several individual programs approved. These associate, bachelor, or master’s degree programs are listed on the Commonwealth Workforce Development System website and will lead to employment in a high priority occupation.
