Tony Palamone has operated the SBDC at
Indiana University of Pennsylvania since 1997. Prior to 1997, he studied

marketing consultations, teaching entrepreneurship and small business
management at the university level, establishing and running a business loan
fund, developing and writing business plans, doing financial projections, product development, grant writing and administration, managing and developing
business incubators, operating a redevelopment authority, university-based
assistance to communities, directing a community-based development corporation,
and city planning at the city and the county level. He has worked with
over 1,000 entrepreneurs and had several of his clients reach Inc. Magazine’s
list of fastest growing 500 small businesses.
Palamone holds an MBA from the University of Pittsburgh and a master’s degree
in City and Regional Planning from Indiana University of Pennsylvania. He
has taken advantage of many additional specialized training programs over the
years, the most notable and relevant being for technology commercialization and
on advanced innovation.
serves on the Loan Committee and is a board member of Regional Development Finance
Corporation, a leading SBA 504 lender in the Pittsburgh Region. Currently, he is focusing a large
part of his efforts to working with second-stage growth businesses.
Hoover has over 18 years of business, legal, entrepreneurial, and management
experience. He has been advising businesses at the IUP Small Business Development
Center since 2010. Richard has also
developed a program that develops marketable professional skills and mindsets
in participants while providing digital marketing, media, and design services
to small businesses.

he cofounded and managed an investment banking and capital acquisition firm in
Eastern Europe that was involved in the raising of financing or structuring and
managing approximately $30 million in small business deals. Prior to that, he
worked at KPMG Romania on mergers and acquisitions.
has a BS in Marketing from Indiana University of Pennsylvania and a JD
from Northwestern University School of Law. He is also a member of the
