They are the nasal mist variety called FluMist™. This is sprayed into the nose rather than injected into the arm. It is indicated for healthy people aged two through forty-nine years of age. It is a safe and widely used vaccine to reduce the likelihood of becoming ill with influenza and decrease the chance of spreading influenza to others.

Because of its preparation using live (but weakened) virus, it is not suitable for some people. It is not indicated for people who have a history of:

Cold and flu season is definitely here!

Health Service visits are only slightly higher than last year at this time. October is a notoriously busy month each year, so this may be due just to the new location and increased accessibility.

We do not have a disproportionate number of Influenza-Like Illness (ILI) on campus.

We do have positive cases of H1N1 in this county. We have positive cases of Influenza A seen in the Health Service on campus (Influenza A is probable for H1N1 at this time of the year).

Students seen at the IUP Health Service are not specifically told they have “Swine Flu.” Testing for the specific H1N1 virus is restricted by the state Department of Health. We are testing for Influenza A locally. Patients will be told whether they have Influenza A or not and, if positive for “flu,” are recommended to reduce the spread of the disease by staying “home” until fever free for twenty-four hours without medicine. (Indiana Regional Medical Center has told students to stay home for up to seven days.)

Seasonal flu vaccine is in very short supply all over the country. H1N1 vaccine has not yet arrived on campus.

IUP has given eight hundred doses of seasonal flu vaccine to students thus far. We have ordered more and it may arrive soon as FluMist, which has more limited indications but will be made available to students.

IUP gave 310 doses out of 710 for staff and faculty thus far. The second clinic is scheduled for October 30, 2009. Vaccine for it has arrived and is the FluMist version not recommended for persons age fifty or over, or for those with asthma, diabetes, heart disease, or lung disease.

H1N1 vaccine is ordered through the PA Vaccine program and will be free. No guarantees of date or quantity have been made. We are coordinating with Indiana County’s HHS Committee. Projections are for mid-November, which is still plenty of time to be vaccinated for H1N1 flu. Depending on how many doses are provided, it would be given as a mass clinic in a location such as the Field House.

Information from the Pennsylvania Department of Health:

Flu activity continues to be widespread.

We now have more flu reported than what we had during the winter and spring waves of the season

Sharp increase in flu activity noted in all but the North Central Pennsylvania region.

Flu in colleges may be tapering down, but children ten to eighteen years old continue to be disproportionately affected.

All the flu viruses currently circulating are the Pandemic A/H1N1 strain. However, 30 to 50 percent of specimens submitted each week are testing negative for influenza, an indication that there may be other respiratory viruses cocirculating with influenza.

Four percent (4%) of all outpatient visits reported by providers were due to Influenza-Like Illness, down from 5 percent reported the previous week.

Eight percent (8%) of all college students seen by college reporting providers had Influenza-Like Illness.

Twenty-two percent (22%) of the 272 reporting schools reported Influenza-Like Illness of over 2 percent during week 40.

Statement from the American College Health Association President

“Among over 3 million students, we have observed nearly 56,000 cases of ILI. But there have been only ninety-eight hospitalizations and no deaths, indicating this disease remains generally mild. It is somewhat surprising to see resurgence of disease in regions that had seen recent declines. This likely reflects the relative lack of natural immunity among young adults and students’ vulnerability to the infection. We remain concerned about the risk of exposure to vulnerable students on our campuses and their potential to infect those in their communities or their families who are at higher risk for complications, hospitalization, or worse. This recent return of flu helps reaffirm the importance of vaccination once it becomes available,” according to Dr. James C. Turner, president of the American College Health Association and executive director of the department of student health at the University of Virginia.

New medicines have been added to the IUP Health Service Self Care Cold Clinic (SCCC), located in the Center for Health and Well-Being. The SCCC is available Monday through Friday from 8:00 a.m. until 4:00 p.m. inside the Health Service waiting room.

Any student can sign in on the registration computers and pick "Self Care Cold Clinic" as the reason for their visit. They can then proceed to the SCCC area and read the instructions, check their temperature, look in their throat, and pick from a list of symptoms and over-the-counter medicines to take with them. If a student meets the criteria listed, they can get the medicines at mostly no cost, with no waiting. They also get a registration form indicating they were at the Health Service, in case they need to show it to a professor for class.

Medicines available at no cost are:

acetaminophen (compare to TylenolTM) for pain, fever, sore throat

guaifenesin syrup (compare to RobitussinTM) for cough

phenylephrine (substitute for SudafedTM) for decongestion

We recently added:

ibuprofen (compare to MotrinTM) for pain, fever, sore throat (if requested in place of acetaminophen)

MucinexTM (brand name) for cough and congestion (this medicine is available for a $12 charge)

Students are instructed to make use of these over-the-counter medicines to treat minor symptoms for a few days to see if they provide relief, and to return if symptoms persist or become worse.

There is also a Self Care Wound Clinic with guidelines and instructions for those who need bandages and first-aid ointment for minor wounds. There is no cost for this self-care service.

The purpose of the Self Care area is to provide a way for students to get over-the-counter medicines to treat symptoms of minor colds and flu. Information is presented for students to be able to decide if they meet the criteria to self-treat or if they need to sign in and see a medical provider. The advantages are no fees and no waiting.

IUP will display the AIDS Memorial Quilt on October 20–22, 2009, in the HUB Ohio Room.

The AIDS Memorial Quilt is the largest ongoing community arts project in the world. It is a creative means for remembrance and healing for those whose lives have been touched by AIDS. The purpose of displaying the quilt is to bring an end to AIDS by illustrating the enormity of the pandemic, raising public awareness of the disease, assisting with HIV prevention education, and raising funds for community-based AIDS service organizations.

Each of the more than 47,000 colorful panels in the quilt was made to remember the life of a person lost to AIDS. Panels are three feet by six feet—the size of a human grave. As the epidemic claims more lives, the quilt continues to grow. In addition to representing the lives of those named, the quilt also represents the sorrow, anger, love, and hope of the people who make the panels.

Indiana University of Pennsylvania’s display will feature fourteen blocks of the NAMES Project AIDS Memorial Quilt. Each block contains eight individual panels designed and constructed by partners, friends, and families of loved ones lost to AIDS.

While you may not be seeing much in the news now about the H1N1 virus (swine flu), we want to provide important information to you about this virus and the impact it may have at IUP this fall. Please share this information with your parents or family members.

IUP Center for Health and Well-Being staff members are closely tracking the information provided by the World Health Organization (WHO), the Centers for Disease Control (CDC), and the Pennsylvania Department of Health (PaDOH). They recently met with PaDOH officials to be able to provide you the most up-to-date information available.

On June 11, 2009, the WHO declared that H1N1 is causing a pandemic or worldwide outbreak. Illness is currently peaking in the southern hemisphere and waning in the northern hemisphere, including the United States. Even so, public health officials predict that the H1N1 virus will return in the fall with cases occurring in the United States as early as late September or early October. This is an illness that is more prevalent in individuals five to twenty-five years of age than in any other age group. College campuses, such as IUP, are likely to see high numbers of cases in the new school year.

Since this disease is occurring widely and is highly contagious, public health recommendations are aimed at mitigation, rather than containment. The primary goal is to reduce the burden of the disease and minimize its spread, and the most effective strategies for mitigation are hand-washing, cough and cold etiquette, and other non-pharmacological interventions. The most important non-pharmacological intervention currently recommended is to have ill individuals neither present nor in attendance at public, school, or group activities. As you can imagine, however, implementing this recommendation will be challenging for all colleges and universities, including IUP.

In compliance with the CDC and the Pennsylvania Department of Health recommendations, IUP urges students with influenza symptoms to follow CDC self-isolation guidelines. Students should not attend class or any public gatherings while ill. Symptomatic students who live in residence halls should leave campus and return home to recover. The CDC recommends isolation until at least twenty-four hours after fever has resolved. For students who are unable to go home for their convalescence, the university will assist in identifying acceptable alternatives, to the extent possible. Regarding class attendance expectations, university administrators are updating the faculty regarding public health guidelines for flu prevention. The two most important approaches in reducing the spread of the flu are for ill individuals to consistently practice self-isolation and non-attendance/participation at public events and activities. If the H1N1 strain becomes more serious than the strain currently causing illness, the CDC will issue new and possibly more strict recommendations to prevent the spread of the disease.

At IUP, our public health professionals are distributing information about prevention strategies to all students, staff, and faculty. The university is installing dispensers of hand-sanitizing liquid throughout campus.

Information and updates about H1N1 and IUP's response can be found at the Center for Health and Well-Being and will be routinely included in the CHWB news and events page.

Sometimes a problem is better addressed through group counseling than with an individual counselor.

Research has shown that group counseling is as effective as individual counseling. Talking with other students who have similar experiences provides support and perspective. A number of counseling, support, and growth groups are offered at the Counseling Center in G31 Suites on Maple East. These groups usually include between four and nine students and are facilitated by one or two therapists. Group facilitators work to provide a safe, confidential environment where members are free to discuss their thoughts, feelings, and concerns as they are comfortable. Participation in these groups requires an initial meeting with the group facilitator(s), an sessions usually last thirty to forty-five minutes. To schedule this meeting or for more information: contact the Counseling Center at (724)357-2621, stop by G31 Suites on Maple East, or contact Christy Newberry at c.l.newberry@iup.edu.

Groups being offered this semester include Women’s, Men’s, Graduate Student, Interpersonal (co-ed), Hope and Healing (sexual assault survivors), and Meditation.

IUP officials continue to monitor the situation regarding H1N1 influenza as it relates to Indiana County and the university.

(updated July 17, 2009)

On June 11, 2009, the World Health Organization (WHO) raised the worldwide pandemic alert level to Phase 6 in response to the ongoing global spread of the novel influenza A (H1N1) virus. A Phase 6 designation indicates that a global pandemic is underway. WHO’s decision to raise the pandemic alert level to Phase 6 is a reflection of the spread of the virus, not the severity of illness caused by the virus.

IUP will remain vigilant in tracking the progress of the disease and keeping the community advised with regard to actions in response to changes. Students, staff, faculty, and their families should continue to follow the recommendations of the CDC to remain healthy and consult their doctor if they have concerns.

What You Can Do to Stay Healthy

Stay informed. The CDC website has personal and family guidelines for staying healthy and caring for ill family members.

Influenza is thought to spread mainly person-to-person through coughing or sneezing of infected people. Take everyday actions to stay healthy.

Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.

Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hands cleaners are also effective.

Avoid touching your eyes, nose or mouth. Germs spread that way.

Stay home if you get sick. The CDC recommends that you stay home from work or school and limit contact with others to keep from infecting them.

Follow public health advice regarding school closures, avoiding crowds and other social distancing measures.

Find healthy ways to deal with stress and anxiety.

For the latest reports and conditions regarding H1N1 Influenza, you are encouraged to visit the Centers for Disease Control (CDC) website or the Pennsylvania Department of Health website.

Department of Health Urges Pennsylvanians to Preprare for Dangerously Cold Weather

HARRISBURG – A surge of arctic air in Pennsylvania will bring hazardous wind chills that could lead to serious health problems, the Health Department warned yesterday.

Temperatures across Pennsylvania are expected to range from the single digits to minus 10 tomorrow, with wind chills forecasted to drop to 5 to 30 below zero.

“Taking preventive action can help you reduce the risk of hypothermia, which is a very real threat in extreme cold-weather conditions. When exposed to cold temperatures, your body begins to lose heat faster than it can be produced. Prolonged exposure to cold will eventually use up your body’s stored energy and result in hypothermia, or abnormally low body temperature. Hypothermia is particularly dangerous because it slows the functions of many vital organs, including the brain, and you may not realize it is happening.”

Stay alert for signs of hypothermia. These include uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness, and apparent exhaustion. If symptoms of hypothermia are detected, warm the victim up immediately and get medical help as soon as possible.

During periods of extreme cold, the Pennsylvania Department of Health recommends that you:

• Make outdoor trips as brief as possible.

• Dress warmly in several layers of loose-fitting clothing.

• Cover your mouth and face with a scarf or knit mask to protect your lungs from extremely cold air.

• Keep dry and change wet clothing frequently to prevent a loss of body heat.

• Avoid exertion as cold weather puts an extra strain on the heart.

• Eating a well-balanced meal will help you stay warmer. Do not drink alcoholic or caffeinated beverages when going outdoors as they cause your body to lose heat more rapidly.

• Watch for signs of frostbite. These consist of loss of feeling and white or pale appearance in extremities such as fingers, toes, ear lobes, and the tip of the nose. If symptoms are detected, get medical help immediately. Frostbite can occur in as little as fifteen minutes in the right conditions.

• Remain in your vehicle if you become stranded. Keep warm by wrapping your entire body in extra clothing or blankets. Move your arms and legs while sitting to improve circulation and stay warmer.

Indiana County Community Emergency/Disaster Planning Committee’s Health and Human Services Subcommittee is offering free adult and pediatric flu shots on Sunday, October 19, 2008, from 1:00 to 3:00 p.m. at three local high schools, the Center for Health and Well-Being announced.

These free flu shots are also an opportunity to test our Points of Dispensing System (PODS) for mass distribution of medications to county residents during a pandemic flu outbreak or other emergency event.

As a part of this drill, the free flu shots will be given from 1:00 to 3:00 p.m. at the Blairsville, Indiana, and Marion Center high schools. Last year, the incidence of the flu was the highest in recent years for Indiana County.

Influenza is much more than a bad cold; it is a very serious disease. It is estimated that influenza causes more than 200,000 hospitalizations and 36,000 deaths each year. It’s also important to remember that the injectable vaccine is made from inactivated or killed viruses. This means that people cannot get the flu from the vaccine.

The Health Service is currently very busy during this time of year. We are seeing an average of 95 to 100 students each day during the hours we are open! Waiting times are especially long these days if you come during lunch hour since our staff also takes lunch breaks. Bring something to read or bring some homework to do while you wait.

If you find you are sick with cold and upper respiratory symptoms such as cough, cold, and congestion, why not try our Self Care Center? You can get cough medicine, fever medicine, and decongestant without any wait and without any charges. You also get a registration form that says you were in the health center for care in case you need to show a professor that you have been sick. (Remember, we cannot provide any documentation of an illness if you were not seen at the health center during that illness.) We also hope you do not need to come to the busy health center just for “an excuse for class.” Talk to your professors about how you can make up missed work.

Avoid hanging out with friends who are sick. Cover your mouth and nose when you cough or sneeze and be sure to wash your hands a lot during cold and flu season. Take over the counter medicines for your symptoms and give your body a chance to get better. Get a flu shot later in October when they are available, get plenty of sleep, drink lots of liquids, take a daily vitamin, eat healthy, and stay healthy!

Students and parents sometimes wonder what the campus health and wellness fee covers when they receive charges for a health visit on their IUP account.

The simple answer is that while the health fee provides solely for the existance and operation of the Health Service, it also provides for the services of the Alcohol, Tobacco, and Other Drugs program, the Health AWAREness program, and all the services of the Counseling Center. Students have no additional charges at any of these offices when requesting their services. Fee A also covers local ambulance service from any location in the county with no out-of-pocket money due from the student or their family regardless of insurance. We also have free van transportation to medical appointments in the area during our office hours.

The health fee provides free flu shots to all students and free TB testing clinics throughout each semester. Free over-the-counter cough and cold medicine is available in the Health Service as well as band aids and first aid ointment, if needed.

The other major expense covered by the health and wellness fee is the provider visit charge itself. A student can visit as many times as needed during a semester without provider charges for each visit. While no student will ever need money at the time of their visit, there are however, additional charges applied for specific services and medicines at the Health Center, if a student requests certain services (click here to see more about IUP charges). (We can write a prescription and give a ride to the pharmacy if a student has a prescription card with a zero co-pay, and we can give rides to the hospital, emergency room, or doctor's office if a student has a zero co-pay with their off-campus health insurance needs. Let your student know this before they come to see us.)

Our nurse practitioners can perform examinations, order medicines, lab tests, and xrays, however most of these services require health insurance or a co-pay. We strongly recommend every student carry off-campus health insurance for care and services at off-campus locations.

We hope students stay healthy while at IUP, but if they need medical services, the Health Service is certainly available and willing to assist them.

Alcohol-Wise: On-Line Alcohol Education Program

Starting in the summer of 2008, Alcohol-Wise is the on-line alcohol education program to be used by incoming students.

In the summer of 2008, IUP started using Alcohol-Wise as its on-line alcohol education program for incoming students. According to the Office of Alcohol, Tobacco, and Other Drugs, Alcohol-Wise is a Web-based alcohol education program designed to assist students in making healthy decisions regarding alcohol use in college. The program takes about two hours to complete and includes information on the following:

How expectations influence behavior

Alcohol’s effect on learning and memory

Recognizing and responding to an alcohol-related emergency

Blood-alcohol concentration and low-risk drinking strategies

Based on students’ responses to a confidential questionnaire at the beginning of the program, Alcohol-Wise provides personalized information based on gender and drinking behavior. Alcohol-Wise is relevant to both students who drink and those who abstain from alcohol.

Here are answers to some of the most commonly asked questions about Alcohol-Wise:

How do students access the course?

Students can access Alcohol-Wise using any computer with Internet and audio capabilities. If you are using a computer in a public space, you may wish to use earphones. All incoming students will receive a letter with more information in their orientation packets. Please access the Enrollment Instructions prior to beginning the course. You may want to print these instructions for assistance when accessing the course. Follow this link to access the Alcohol-Wise website.

What if I run into technical difficulties while trying to access the program?

Technical support is available by e-mail at info@3rdmilclassrooms.com and toll free, twenty-four hours a day at 888-810-7990.

What about students who do not have easy access to computers at home or in their community?

We ask that you consider all the possibilities for accessing a computer. A friend or family member may be willing to let you use his or her computer for this purpose. Also, many local libraries have computers available with Internet access. If it is truly impossible to access a computer with necessary technical capabilities, you may receive an extension to complete Alcohol-Wise in the Fall semester in order to take the course on an IUP computer. If this is the case, please contact Ann Sesti at annsesti@iup.edu or call 724-357-1265.

What if a student’s home computer will not run the program?

Contact Alcohol-Wise’s twenty-four-hour technical support at 888-810-7990 to see if something can be done to optimize the performance of your computer. If technical support is not able to help you, the program can be completed at any computer lab at IUP once the student arrives on campus. If you have additional concerns, you may contact Ann Sesti at annsesti@iup.edu or call 724-357-1265.

Why is IUP implementing Alcohol-Wise? Is there a drinking problem here?

IUP is pretty typical of most college campuses when it comes to alcohol use. Many students choose not to drink, and most students who do, make lower-risk choices. The information on Alcohol-Wise is really about helping people think through decisions related to alcohol use. On-line alcohol education is another strategy available for addressing the college’s ongoing goal of reducing high-risk drinking and decreasing negative consequences related to alcohol.

What does research say about Alcohol-Wise?

Preliminary research on Alcohol-Wise is promising. Research conducted with Alcohol-Wise and on one of the program’s components, e-CHUG, has shown encouraging results for college-retention rates, grade-point averages, and decreased weekly alcohol consumption (go to Alcohol-Wise for links to research articles).
