  <content:encoded><![CDATA[<p class="introduction">There will be no parking enforcement beginning Monday, November 23, 2009, through Friday, November 27, 2009. Parking enforcement will resume Monday, November 30, 2009, at 7:00 a.m.</p>
<p>Everyone is reminded that all reserved spaces, fifteen-minute loading and unloading zones, fire lanes, tow away zones, and handicapped spaces will remain strictly enforced.</p>
<p>The <a title="Parking Services Office" href="https://www.iup.edu:443/WorkArea/linkit.aspx?LinkIdentifier=id&amp;ItemID=6707">Parking Services Office</a> will be closed November 26–27, 2009 for the Thanksgiving holiday.   <content:encoded><![CDATA[<p class="introduction">IUP is taking precautions to prepare for the H1N1 virus, more commonly known as the Swine Flu.</p>
<p>You may have noticed brightly colored posters and hand-sanitizer dispensers being installed around campus. The posters are urging everyone to cover coughs with tissues or sleeves and to use the hand sanitizers when entering/leaving a building or classroom. The hand-sanitizer dispensers have been installed in various locations, such as building entrances, stairwells, classrooms, offices, etc.</p>
<p>The Centers for Disease Control and Prevention is urging everyone to follow its guidelines. The guidelines include having sick students, faculty, and staff stay home, and encourage hand-washing and other proper hygiene and regular cleaning of surfaces that students and staff touch.</p>

On Sundays the service will be offered from 5:00 p.m. to 3:00 a.m.</p>]]></description>

  <content:encoded><![CDATA[<p class="introduction">Students who are parking at the Robertshaw parking lot will see a change starting this semester in the method used for transporting students to and from the Robertshaw parking lot from 9:00 p.m. to 3:00 a.m. Monday through Saturday. On Sundays the service will be offered from 5:00 p.m. to 3:00 a.m.</p>
<p>The shuttle service is now being provided by the IndiGo bus company with a larger bus that can transport more students in one trip. The route will originate at Robertshaw and run though campus to the HUB parking lot and return to Robertshaw. Specifically, the bus will travel from the Robertshaw Parking Lot to Maple Street, east to Eleventh Street, north on Eleventh Street to Grant Street, east on Grant Street to Garmen Avenue, north on Garmen Avenue, and end at the HUB parking lot bus shelter.</p>
<p>The return trip back to the Robertshaw parking lot will be: south on Garmen Avenue to the Maple Street, west on Maple Street to Pratt Drive, north on Pratt Drive to Grant Street, west on Grant Street to Eleventh Street, south on Eleventh Street to Maple Street, and west on Maple Street back to Robertshaw.</p>
<p>We hope that this new shuttle will provide the even better service and convenience.</p>

  <content:encoded><![CDATA[<p>The RAD is a program of realistic self-defense tactics and techniques for women. It is a comprehensive, women-only course that begins with awareness, prevention, risk reduction, and risk avoidance, while progressing on to the basics of hands-on defense training. RADis not a martial arts program. Our courses are taught by nationally certified RAD instructors and provide each student with a workbook/reference manual. This manual outlines the entire physical defense program for reference and continuous personal growth and is the key to our free lifetime return and practice policy for RAD graduates.</p>
<p>RAD is a twelve-hour program and will be held on the IUP campus for any interested IUP woman!</p>

<p>We will be holding our next R.A.D. course on Sept. 6–7, 2008. The hours are from 8:00 a.m. to 5:00 p.m., and the courses is open to all IUP faculty, staff, and students. The cost of the R.A.D. <p>If you do park in these areas or other areas on campus, you should not have to wait for a bus longer than eight minutes. It is a convenient way to move around campus and not have to search for parking spaces.</p>
<p>The bus service runs from 7:05 a.m. to 9:50 p.m. Monday through Friday.</p>

  <content:encoded><![CDATA[<p class="introduction">During the Fall semester, the IUP Marching Band will still practice on the R&amp;P lot. In past years, however, the back three-quarters of the lot had to be vacated by 4:00 p.m. or vehicles would be towed. This year, the lot will have to be vacated by 5:00 p.m.</p>
<p>The front portion of the lot is not restricted. There is signage that separates the two areas. Vehicles are not towed on Tuesdays or Thursdays, as the band does not practice on the lot on those days.</p>
<p>Right across from the R&amp;P/band parking lot is a new parking area that will be in place for the Fall semester. The area is located off of Glass Street by the tennis courts. Twenty-five spaces will be placed along Glass Street. The spaces will be designated as faculty/staff/commuter, which is the same designation as the R&amp;P/band parking lot.</p>]]></content:encoded>

It will not become a pay-by-space lot until all phases of the Residential Revival have been completed.</p>
<p>Until then, the lot will continue to be designated as it was before the renovation. A percentage of the lot will be faculty/staff and a percentage will become faculty/staff/commuter.</p>
<p>After paving, the name of the lot will be changed to the Washington Street parking lot. Emergency phones will be added.</p>

  <content:encoded><![CDATA[<p class="introduction">Please note the following changes involving the consolidation of parking spaces on various campus lots: </p>
<ul>
<li>Eleven parking meters were removed from the <strong>Towers East</strong> parking lot and consolidated with the pay-by-space parking spots in the <strong>Stadium parking lot.</strong> The eleven spaces on the Towers East parking lot are now faculty, staff, and commuter spaces, along with the current spaces on the lot.</li>
<li>Four parking meters were removed from the faulty parking area at the <strong>coal pile</strong> and consolidated with the pay-by-space parking along <strong>Pratt Drive</strong>. The four spaces became faculty spaces.</li>
<li>Thirty-six parking meters were removed from <strong>Twelfth Street at Zink Hall and the Davis parking lots.</strong> These metered spaces were consolidated with the pay-by-space parking in the <strong>Reschini parking lot,</strong> making the entire lot a pay-by-space lot. The thirty-six parking spaces in the Reschini lot went from faculty/staff to pay by space. The twenty-one meters removed from Twelfth Street at Zink Hall will become faculty/staff spaces. The fifteen meters removed from the Davis lot will become faculty/staff spaces, offsetting the thirty-six faculty/staff spaces taken off the Reschini lot.</li>
<li>Eighteen meters were removed from the <strong>Whitmyre parking lot</strong> and were added to the pay-by-space parking areas on the <strong>Stright and Elmer Avenue</strong> parking lots, displacing eighteen faculty/staff spaces. The eighteen spaces in the Whitmyre parking lot will become faculty/staff spaces.</li>
<li>Seven new faculty spaces have been added beside the <strong>old smoke stack (coal pile),</strong> along with the ten original faculty spaces, for a total of seventeen spaces.</li>
<li>Seventeen staff spaces have been added in the same area beside the <strong>Cogeneration Plant.</strong></li>

  <content:encoded><![CDATA[<p>The Grounds Department is in the process of repainting parking lot lines over the next month. In order to get the lots painted, some parking areas will be taken out of service in the mornings. The closing of lots depends on the weather conditions for that day.</p>
<p>On Monday, June 30, 2008 the following areas will be blocked: Cogen Lot, Folger Lot, and Johnson Lot.</p>
<p>Some new parking has been created at the Coal Pile Lot. Thirty-four spaces have been recently installed. Seventeen spaces are designated for faculty; these spaces were in this lot prior to its being closed. Additionally, seventeen spaces have been added for staff parking. Although signs have not yet been posted, faculty and staff may park in these spaces and may continue to park in these spaces until signs are installed and notification sent out.</p>
<p>Please enter the lot from Grant Street and exit between the Cogen plant and Folger Dining Hall. You will notice that there is a faculty sign in place as you enter from Grant Street. This sign has been left in place to deter non-permit holders from parking in this area.</p>]]></content:encoded>

  <content:encoded><![CDATA[<h2>Washington Street Parking Lot</h2>
<p>Information has been distributed by several methods over the last month explaining that the new Washington Street parking lot (old MAATI lot) was going to be renovated this summer. After much discussion about the overall parking picture for the fall semester, it has been decided to keep the renovated Washington Street lot a free lot for faculty, staff, and commuters until all phases of the Residential Revival have been completed. Once all phases are complete and machines installed, the parking lot will be designated Pay-by-Space.</p>
<p>The designation of the parking lot will be the same as it was on the old MATTI lot. Part of the parking lot will be designated Faculty and Staff and the other portion of the lot will be designated Faculty, Staff, and Commuter. When the lot is reopened after renovation, the parking lot signage will reflect the parking designations.</p>
<p>This parking lot is scheduled for renovation beginning on June 9, 2008. You may continue to park on this lot until it has been blocked off.</p>
<h2>Parking Meter Consolidation</h2>
<p>During the summer months many of the parking meters across campus will be consolidated into specific parking lots. The consolidation will result in no lost spaces; the number of spaces for each designation will remain the same.</p>
<h2>Parking Garage</h2>
<p>All reserved parking spaces in the garage will be moved to the first and second levels of the garage. This means that all reserved parking spaces will be under roof. This is being undertaken for two reasons.</p>
<ol>
<li>This will eliminate one waiting list for those parking on the top deck waiting to move undercover.</li>
<li>The reorganization will allow the grounds department to clean the top deck off in the early morning hours when we have accumulations of snow.</li>
</ol>
<p>Parking services is going to attempt to give each person who currently has a parking space under cover the chance to select a new space under cover.</p>
<h2>Bus Transportation</h2>
<p>Last semester we began to run the second bus on the Park-N-Ride campus shuttle. The ridership when one bus was running averaged about 375 passengers per day. During the month of April, with two busses running, the average number of riders rose to 900. With the loss of parking spaces over the summer, the following parking areas will be constructed with parking spaces: Robertshaw parking lot (70) spaces, R&amp;P Band lot next to the bike path (50) spaces. Also, the R&amp;P Band parking lot will have forty (40) spaces in the front end of the parking lot that is nonrestricted. The balance of the lot, as in past years, will be restricted during the fall semester for the marching band practices. In past years, parkers on this portion of the lot had to vacate the lot by 4:00 p.m. due to IUP Marching Band practice. This year they will have until 4:45 p.m. to move their vehicles from the lot. Beginning at 5:00 p.m., vehicles still on the lot will be towed; however, vehicles will not be towed from the lot on Tuesdays or Thursdays.</p>
<p>Please consider using the bus transportation on campus. When the second bus was placed on line, the wait for a bus was no more than seven minutes. There is a bus shelter at Robertshaw and the R&amp;P band lot. Indiana County Transit Authority (IndiGo) has been the successful bidder on the campus Park-N-Ride bus contract for the next five years. This service will begin with the fall semester.</p>
<h2>Traffic</h2>
<p>Indiana Borough has approved a stop sign to be installed at the top of the hill on Eleventh Street at the Grant Street intersection. This intersection will become a four-way stop, replacing the current three-way stop. The sign should be installed within the next month.</p>]]></content:encoded>

  <content:encoded><![CDATA[<p><span class="sub_head">IUP employees, students, and visitors</span> may have noticed multiple closings of streets and parking areas around the Indiana campus. Following is an overview of those changes:</p>
<h2>Residential Revival-Related Closings</h2>
<p>The Towers West parking lot, between Campus Towers and University Towers, as well as parking along Pratt Drive from Locust Street to Grant Street were closed starting Monday, May 12, for construction on Phase III of the Residential Revival project.</p>
<p>Street closings related to Phase III construction also started Monday and are expected to last through August 2009. Affected streets are as follows:</p>
<ul>
<li>Pratt Drive: Closed from Grant Street to Locust Street</li>
<li>Locust Street: Closed from Pratt Drive to Garman Avenue</li>
</ul>
<p>These closings have been updated on the <a title="IUP Campus Map" href="https://www.iup.edu:443/WorkArea/linkit.aspx?LinkIdentifier=id&amp;ItemID=13759">campus map</a>.</p>
<p>Pratt Drive will be closed from Maple Street to the Shaffer Hall parking lot entrance from mid-June or early July 2008 through August 2009. (This section of Pratt Drive will not be closed until Maple Street from Pratt Drive to Eleventh Street is repaved and opened as part of Phase II construction.)</p>
<p>Grant and Maple streets will not be closed during Phase III construction other than for potential utility tie-ins.</p>
<h2>Parking Garage</h2>
<p>The IUP parking garage closed for maintenance Monday, May 12, and will reopen on May 28. During this time, individuals with reserved spaces in the garage can park in any legal space on campus, including paid spaces.</p>
<h2>Washington Street Lot</h2>
<p>The Washington Street lot (the old MAATI lot) will be closed from June 1 through the end of August for paving and installation of sidewalks and lights. It will reopen as a pay-by-space lot.</p>

<li><strong>About the Robertshaw and R&amp;P Lots<br /></strong>Spaces are typically available in these lots. While the gravel lot at Robertshaw is for long-term parking, the paved lot is available for faculty, staff, commuters, and more. Come Fall, the R&amp;P Band Lot will be used by the band after 4:00 p.m.</li>

  <content:encoded><![CDATA[<p class="introduction">The Parking Services Center has been very busy over the last six months coordinating many new changes in the parking program that will be instituted for the Fall 2008 semester.</p>
<p>In unison with the Parking Advisory Committee and the <a title="Senate" href="https://www.iup.edu:443/WorkArea/linkit.aspx?LinkIdentifier=id&amp;ItemID=3769">University Senate</a>, the following changes will occur over the summer months:</p>
<ul>
<li>Temporary parking permits for the disabled, students, faculty, and staff who have obvious handicaps (crutches, wheelchair, pregnancy, etc.) will be granted a temporary permit (up to fourteen days) at the time of request. No doctor’s request will be needed. If a permit is needed for longer than fourteen days, then a doctor’s slip will be required. Obvious impairments would be given a second fourteen-day permit at the time the person is applying.</li>
<li>Departmental requests for visitor permits can be made on-line by e-mailing <a href="mailto:parking-services@iup.edu">parking-services@iup.edu</a>. Visitor parking permits will be issued for the R &amp; P Band lot. A free park and ride shuttle service will take drivers to campus. All departments need to request temporary parking permits for visitors prior to their arrival. If, however, a department forgets, parking services will grant the visitor a one-day permit if they come to the Parking/Visitor Center and obtain it.</li>
<li>The majority of the mechanical parking meters on campus will be eliminated. This will eliminate future maintenance and upgrade costs on current mechanical meters and will evenly distribute faculty, staff, and commuter parking across campus. The plan will evenly distribute all campus parking into pay-by-space and faculty/staff/commuter permit parking. Handicapped spaces will remain in current locations.</li>
<li>Two new Luke Pay-By-Space machines will be purchased. All pay-by-space machines require minimal maintenance and are controlled electronically by a computer in the parking services office. By eliminating the meters, the university will annually save $20,920 in mechanical meter retiming and repair cost.</li>
<li>To assist with snow removal, designated lots will not allow parking from 2:00 a.m. to 6:00 a.m. during the months of November through March. The list will include the lots of the HUB, Whitmyre, Miller Stadium, Reschini, Pratt Drive, and Grant Street. Signs will be posted in each lot. Special considerations will be made for resident students. Overnight parking is available during this period in the following areas; Esch lot, Johnson lot, Stright lot, Davis lot, Stouffer lot, and Zink lot. In order to assist with safe snow removal in the parking garages, the reserved parking spaces on the open top deck will be moved to levels one and two and the pay-by-space slots will be on levels three and four. This will enable the top deck of the garage to be cleared of snow in the early morning hours, and will also eliminate the need for a second waiting list.</li>
<li>All resident parking permit students (internships, nursing, etc.) will be allowed to park in any lot when the campus towers west parking lot is demolished.</li>
<li>Parking garage permits will be sold on an annual basis, covering fall, spring, and summer semesters. Annual payment will be $425. If a space is relinquished before the end of the year, a refund will be prorated for the days left in the year. These permits can be obtained on-line bt e-mailing <a href="mailto:parking-services@iup.edu">parking-services@iup.edu</a>. The on-line permit processing will service the following: faculty and staff free permits; motorcycle permits; purchased permits for parking garage and Robertshaw lot; and temporary permits.</li>
</ul>
<p>Current permit holders can go online and print out a temporary one-day permit. Faculty and staff can request up to five temporary permits in a three-year span. The signature of a vice president is required for reserving seven or more spots within a lot.</p>
<p>With Phase III of the Residential Revival getting underway this summer, Pecan Health Center, Campus Towers, Esch Hall, and Wallace Halls will be demolished to make way for construction of the new buildings. Towers West parking, small parking area behind Pecan Health Center, and Pratt Drive between Grant Street and Locust Street will be lost as a result of the construction.</p>
<p>During the summer, the parking lot at Eleventh Street and Oakland Avenue will be renovated. This lot will be paved, emergency lights will be moved, and islands and two pay-by-space machines will be added to this parking lot. During this renovation, the R &amp; P parking lot will need to be utilized. As a result of adding the second park and ride shuttle during the spring 2008 semester, getting to campus from the R &amp; P lot is more convenient and will have a wait time of less than 10 minutes.</p>
<p>The parking rate for remaining meters that was approved last spring will not go into effect until fall 2008. The meter rate change will increase from 25 cents for 40 minutes to 25 cents for a half hour.</p>

  <content:encoded><![CDATA[<p class="introduction">Due to the <a title="President Bill Clinton Visits Campus" href="https://www.iup.edu:443/WorkArea/linkit.aspx?LinkIdentifier=id&amp;ItemID=25539">“Solutions for America” event</a> at IUP’s Memorial Field House on Wednesday, April 16, which will be attended by former President Bill Clinton, IUP will be making temporary parking changes from 7:00 a.m. to noon.</p>
<p>The stadium parking lot will be taken out of service for regular IUP permit parking and will be used for persons attending the event. The Reschini parking lot, as well as the Zink parking lot from the loading dock and around to the Reschini lot, will be out of service.</p>
<p>The parking meters on Pratt Drive between Maple Street and Grant Street will be taken out of service and made available for University personnel.  Even though the reserved signs will be displayed, faculty and staff can park in these spaces without utilizing the pay-by-space machine.</p>
