Owner/manager training for the PLCB’s Responsible Alcohol Management Program will take place on February 29, 2012, at IUP’s Northpointe campus.

Selling alcohol today is a lot more complicated than just knowing how to mix a good kamikaze or remembering which beers are on special. If you or your employees serve alcohol to a minor or visibly intoxicated patron, the results could be serious. Not only could you face administrative and criminal fines and penalties, but you could also be sued in civil court for damages that person might cause after leaving your establishment.

The Responsible Alcohol Management Program (RAMP) was created by the Pennsylvania Liquor Control Board to help licensees and their employees serve alcohol responsibly. RAMP offers practical advice for licensees operating restaurants, hotels, clubs, distributors, and even special occasion permit holders.

RAMP explains how to:

Detect signs of impairment and intoxication and effectively cut off service to a customer who has had too much to drink

Identify underage individuals and deter minors from coming into your establishment in the first place

Detect altered, counterfeit, and borrowed identification

Avoid unnecessary liability

Help reduce alcohol-related problems (underage drinking, vehicle crashes, fights, etc.) in your community

What Does RAMP Consist Of?

Legislation enacted June 18, 2001, established a voluntary Responsible Alcohol Management Program certification that provides incentives for licensees who participate. Act 26 of 2006 mandates RAMP for any licensee found guilty of sales to minors or visibly intoxicated persons. RAMP is the umbrella used to describe this collection of training and resources available to licensees and their employees. Completion of the program provides certification for two years. In order to comply, you must complete all parts of the program, which includes: Owner/Manager Training, Server/Seller Training, New Employee Orientation, Signage, and Certification Compliance Visit.

Owner/Manager Training: This component consists of training, but focuses on those most responsible for determining daily operations and policies—the owner and manager. In order to comply, an owner and/or manager of record must attend a free training session offered by the Pennsylvania Liquor Control Board. These trainings are offered at various centrally located sites.

Alcohol Server/Seller Training: This component consists of training for a licensee’s alcohol service staff (this includes anyone who serves alcoholic beverages and/or check IDs). In order to comply, at least 50 percent of the licensee’s alcohol service staff must complete this training program, and this percentage must be maintained at all times. Upon completion of the program, employees are required to complete a course examination and must receive an 80 percent or better. This training may be conducted at the licensees’ establishment by independent trainers who have been approved by the PLCB and who appear on the list of approved trainers. It is the licensees’ responsibility to contact a trainer and make the necessary arrangements. A licensee may also choose to join an already scheduled class. In addition to the classroom setting, the PLCB recently approved this training in an online environment.

New Employee Orientation: Orientation must be provided to each member of the licensee’s current alcohol service staff and to each new employee within thirty days of their hire. The board will provide the licensee with a checklist and appropriate learning methods, and licensees must maintain these records.

Signage: Licensees shall be responsible for posting signs regarding responsible alcohol service. Signage will be provided by the board; however, the licensee may use other signage provided that it is equivalent in size, number, and content to the board’s. Signage must be prominently displayed so that it can be observed readily by patrons. Licensees are responsible for maintaining the signage at all times.
Note: Signage shall minimally include the following information: Acceptable forms of ID and refusal of alcohol service to minors and visibly intoxicated patrons.

Certification Compliance Appointment and Visit: The final component consists of a compliance visit from your regional RAMP representative. After successful completion of the four above listed requirements necessary to receive official PLCB-RAMP certification, you must contact your regional RAMP representative and arrange a time and date for a visit to your establishment to review and complete the necessary documentation.

Benefits to the Licensee Include:

Possible reduction in the fines and penalties issued by the administrative law judge to the licensee for serving a minor or a visibly intoxicated patron, so long as the licensee was in compliance with all parts of ACT 141 at the time of the violation and had no citations in the previous four years

Possible liquor liability insurance discount

Knowledgeable, responsible, well-trained alcohol service staff and management

Recognition as a responsible licensee in your community.

“SciTech provides an excellent opportunity for students to learn the career opportunity in electro-optics, which represents one of the fastest growing technologies in our economy,” said Dr. Andrew Zhou, coordinator of IUP electro-optics program. “According to OP-TEC (the National Center for Optics and Photonics Education), approximately 2,000 photonics jobs are added every year, while the existing photonics programs in the U.S. graduate less than 15 percent of the demand. Our mission is to let students explore the latest technology through interactive exhibits at SciTech Exhibits, to excite and to prepare them for tomorrow’s workforce.”

The last two Fridays at Northpointe have been bustling with excitement as s tudents from Apollo Ridge, Armstrong, Freeport, and Leechburg schools participated. Students listened to presentations about careers in law, the gas and oil industry, small business ownership, allied health, graphic design, pharmacy, engineering, and architecture.

This event was coordinated by the Career Pathways subcommittee and the Steering Committee of the Armstrong County Forum for Workforce Excellence.

The Armstrong County Forum for Workforce Excellence aims to build strategies to improve and enhance workforce development through connections with educators and employers. One of their goals is to collaborate with school districts to raise student achievement levels by aligning education with career preparation. A career fair is a great way to make these connections between employers and educators and to provide students with a career exploration opportunity.

This seminar is an overview of the business and economic development assistance available through the Eberly College of Business and Information Technology's Management Services Group. The session is aimed at both businesses seeking assistance and the professionals who serve them: economic development officials, chamber directors, and business consultants, such as accountants and lawyers who could use additional resources.

The Management Services Group has historically played a significant role in growing businesses and the economy in Indiana County and across the region. Some of Indiana County’s largest employers have taken advantage of these services and found them valuable. Projects undertaken have covered a lot of ground and range from strategic planning to feasibility studies for airport expansion, marketing surveys, focus groups, quality control, product development, technology assessment, and more. The vast majority of these services are offered at no cost and utilize faculty, staff, and student teams made up of graduating seniors and graduate students.

This year marks twenty years of service for the Management Services Group, and we look forward to creating a greater impact across a wider geographic area. We have scheduled this session to spread awareness of our services and to identify several good projects.

In addition, a handful of programs can be completed right at the Northpointe campus: two associate, two bachelor’s, and two master’s degree programs.

To meet growing workforce demand in the electro-optics industry, an Indiana University of Pennsylvania cooperative program is expanding its electro-optics offerings into Westmoreland County.

Through the 2+2+2 Integrated Workforce Leadership Program in Electro-Optics, courses in electro-optics will be offered at the Northern Westmoreland Career and Technology Center, in conjunction with IUP and Westmoreland County school districts, beginning fall 2008.

Electro-optics is an emerging industry that encompasses technologies such as lasers, night vision and fiber-optics communications. Currently, the field is experiencing a national workforce shortage that extends from technicians to engineers to research scientists, industry officials say.

According to the National Center for Optics and Photonics Education, research indicates that 1,800 new photonics technicians are needed each year, and U.S. two-year colleges are meeting only 10 percent of that demand.

“Current supply of qualified graduates of two-year postsecondary programs falls short of industry demand,” said Dan Hull, OP-TEC director.

Intended as a secondary-to-postsecondary pipeline for meeting workforce needs, the 2+2+2 Integrated Workforce Leadership Program offers multiple entrance and exit points that allow students to earn a certificate, an associate degree or a bachelor’s degree in electro-optics.

As early as their junior year of high school, students can begin earning credits that can be articulated into one of IUP at Northpointe’s associate degrees in electro-optics.

“Students can earn up to one semester of college credits free while they are still in high school,” said Dr. Patricia D. Scott, dean of IUP at Northpointe.

“The cost of tuition and fees for one semester at IUP at Northpointe is $2,980, so this provides quite a savings for the student and his or her family.”

By completing the four electro-optics courses and an Advanced Placement course with the appropriate score in high school, a student can complete the associate degree in electro-optics in one-and-a-half years, as opposed to two years, Scott explained.

After completing an associate degree, students have the option of pursuing a Bachelor of Science degree in applied physics/electro-optics track at IUP’s Indiana campus.

The 2+2+2 Workforce Development Program is part of a state initiative to increase the supply of qualified workers in various technological fields.

IUP, in conjunction with Lenape Tech and the Armstrong County school districts, started the program locally in 2005, after receiving a $200,000 grant from the Pennsylvania Department of Community and Economic Development.

With the success of the pilot program, which brought electro-optics courses to Lenape Tech, the DCED funded an expansion grant of $160,000 in 2006 to help promote the program and recruit students.

Last year, IUP received its third grant from DCED, this time for $80,000, to duplicate the program with Westmoreland County school districts and Northern Westmoreland Career and Technology Center.
