The National Council for Accreditation of Teacher Education Board of Examiners will visit the IUP campus November 6–8, 2011, for a major accreditation review of all teacher preparation programs.

The National Council for Accreditation of Teacher Education (NCATE) Board of Examiners will visit the IUP campus November 6–8, 2011, for a major accreditation review of all teacher preparation programs.

IUP is pleased to be one of the first institutions nationwide to pursue NCATE’s “Continuous Improvement” accreditation model. This accreditation model provides a close inspection of our programs to verify that we are continuing to meet all of NCATE’s standards. In addition, this review will seek to determine if we are meeting, at the highest level, one or more of NCATE’s six standards.

IUP has been nationally recognized by NCATE since September 1, 1954. NCATE is the professional accrediting body for the teaching field. When a Teacher Education Unit becomes accredited, it means that they have met national professional standards that have answered the question, “What is important in teacher preparation today?” The standards were reached through nationwide consensus of representative of all education stakeholders—teachers, teacher educators, state and local policymakers, and school specialists. Representatives of these stakeholders visit the Teacher Education Unit and review the performance of its candidates, its programs, structure, assessment system, and governance to determine if the unit meets the NCATE standards.

NCATE evaluates the entire teaching profession through its standards-setting and review process. NCATE accreditation is the profession’s seal of approval. What that means to IUP is that our teacher preparation programs have met national professional standards for the preparation of teachers and other school specialists. Prospective teachers have assurance that programs at IUP are up-to-date, relevant, and research-based and will prepare them well to have a positive impact on their students’ learning.

The NCATE Board of Examiners will arrive on campus on Sunday, November 6, 2011, and the College of Education and Educational Technology will host a reception and poster session for the examiners to give them an opportunity to talk to program coordinators, candidates, graduates, administrators, and school district professionals. Their visit continues on Monday, November 7, with interviews related to the NCATE standards and visits to schools in the area to talk with personnel. The board of examiners will conclude their visit to IUP on Tuesday, November 8, by sharing the preliminary results of their finding with the College of Education and Educational Technology.

The Teacher Education Diversity Series at IUP is designed to provide teacher candidates with a wide range of opportunities to collect artifacts and experiences that can be applied to their ePortfolio diversity requirements.

Candidates are to attend the following events, which may be populated by people far more diverse than their teacher education classes. Candidates should reflect on their experiences and interactions as they apply to what they have learned in their introductory courses.

An electronic portfolio (ePortfolio) is used to structure, assign, and assess these activities and reflections. This assignment is made to all teacher candidates in the unit and is structured with the ePortfolio template and grading rubric. The grading rubric was derived from the IUP Conceptual Framework and NCATE diversity standards.

The artifacts and reflections candidates take from these experiences are to demonstrate their initial steps toward meeting INTASC Principle 3: “The Teacher understands how students differ in their approaches to learning and creates instructional opportunities that are adapted to diverse learners.” As candidates build on these initial experiences, they are encouraged to explore the concept of cultural competence and to develop strategies for insuring that all of their students can learn.

More information about the ePortfolio, ePortfolio templates, and rubrics can be found at the IUP Teacher Education website.

Mystical Arts of Tibet: Sacred Music Sacred Dance

Ten Buddhist monks who specialize in Tibetan visual and performing arts will be at IUP from October 24–31. This group has traveled throughout the United States creating such mandalas at universities and top museums, including the Smithsonian (monk-artists from the same organization came to IUP in 2003 and 2006). A mandala is an abstract representation of the universe. The monks will work for more than forty hours on the mandala, pouring thousands of grains of colored sand to complete the design. Once the mandala is done on October 31, it will be left on display for an hour and then swept up. The group will also perform a concert of Tibetan music and dance on the evening of October 29.

The Teacher Education Diversity Series at IUP is designed to provide teacher candidates with a wide range of opportunities to collect artifacts and experiences that can be applied to their ePortfolio diversity requirements.

Many diversity events that will occur on the IUP campus will be advertised at the Office of Social Equity website.

Diversity events that have been available in the past include:

Pennsylvania chapter of the National Association for Multicultural Education diversity conference, which provided two days of seminars on issues concerning diversity in education

Symposium on Gender and Sexuality

MOSAIC meetings (a multiracial, crosscultural student organization “whose mission is to provide opportunities for crosscultural, crossracial, interethnic dialogue and interaction”)

African American Cultural Center workshop series

IUP Student Diversity Association Diversity Resource Conference

Guest lectures on diversity, both in person on campus and archived on digital video (for example, Ms. Sharon Flake conducted guest lectures at IUP and was interviewed in the IUP television studio in Fall 2010.)

IUP Heritage Council's "Noche Latina"

IUP Native American Awareness Council's Native American Festival

Speical Needs Professional Development Workshop

Latino Student Organization dancing lessons

Candidates are to attend these events, which may be populated by people far more diverse than their teacher education classes, and reflect on their experiences and interactions as they apply to what they have learned in their introductory courses.

An electronic portfolio (ePortfolio) is used to structure, assign, and assess these activities and reflections. This assignment is made to all teacher candidates in the unit, and is structured with the ePortfolio template and grading rubric. The grading rubric was derived from the IUP Conceptual Framework and NCATE diversity standards.

The artifacts and reflections candidates take from these experiences are to demonstrate their initial stepts toward meeting INTASC Principle 3: “The Teacher understands how students differ in their approaches to learning and creates instructional opportunities that are adapted to diverse learners.” As candidates build on these initial experiences, they are encouraged to explore the concept of cultural competence and to develop strategies for insuring that all of their students can learn.

More information about the ePortfolio, ePortfolio templates, and rubrics can be found at the IUP Teacher Education website.

SAS is a new, web-based system that instantly connects users to resources designed specifically to support and improve instruction, curricular frameworks, assessments, standards, interventions, materials, and resources.

The purpose of this institute was to provide participants with an overview of the Standards Aligned System, including how it is being used in schools throughout Pennsylvania, how it connects with other educational initiatives, and how SAS and the SAS Portal might be used in teacher and administrator preparation programs. Participation in this program was important because, according to PDE, “An understanding of SAS will be critical for the success of all teacher and administrator candidates as they enter Pennsylvania schools for employment or even student teaching.”

Indiana University of Pennsylvania’s four science education programs have achieved full national recognition from the National Science Teacher Education Association, a specialized accrediting organization affiliated with the National Council for Accreditation of Teacher Education.

NCATE is a nonprofit, nongovernmental alliance of thirty-three national professional education and public organizations. NCATE accreditation provides recognition that a college of education has met national professional standards for the preparation of teachers and other educators. All IUP teacher education programs and eligible graduate programs are accredited by NCATE.

“This recognition, the highest recognition possible for these individual programs, means that 100 percent of IUP teacher education programs have been nationally recognized by their specialized accrediting agencies,” IUP Dean of the College of Education and Educational Technology Dr. Mary Ann Rafoth said. “This is the highest recommendation that a program can achieve.

“It is especially gratifying that, in all cases, the IUP programs received the highest possible ranking and met all ten standards without any conditions. Our program also was praised by reviewers for our self-guided on-line instruction and learning companion strategy.”

This is the first time that the individual programs have received recognition from the National Science Teacher Education Association.

In making the announcement of the recognition, Rafoth recognized the four faculty members who coordinate each program and who worked collectively on the report: Dr. Mike Briggs, chemistry; Dr. Ken Coles, geoscience, who led the report writing efforts; Dr. Stan Sobolewski, physics; and Dr. Holly Travis, biology. She also recognized Jeff Fratangeli, IUP NCATE assessment coordinator, for his work in compiling necessary documentation for the assessment report.

IUP has experienced an extremely small number of school district registrations for the upcoming Teacher Recruiting Fair. Other schools within the Pennsylvania State System of Higher Education (PASSHE) are reporting similarly low registration rates. The IUP Career Development Center has been told by many of our regular attendees that their travel budgets have been cut, making it impossible for them to participate this year.

IUP will instead sponsor a virtual education job fair that will be open to school districts from across the United States for our students and alumni from the five PASSHE schools in western Pennsylvania (California, Clarion, Edinboro, IUP, and Slippery Rock).

The Western PA Education Virtual Job Fair will run from April 20 through August 28 to accommodate school districts’ last-minute hiring needs. During that time, districts will be able to post and remove vacancies, and students and alumni will be able to view available positions and drop resumes to districts with openings that interest them.

Details on the virtual job fair should be posted within the next two to three weeks.

We view this as a temporary situation, and we hope the economy will allow us to return to our live event in 2010.

As a part of Pennsylvania’s certification restructuring, Fall 2008 is the last class of entering students who can earn K–6 certification as elementary majors. Additionally, Fall 2008 is the last semester in which students can enter the pre-K to grade 6 certification program.

Beginning with Fall 2009, all students interested in working with learners in the early childhood or elementary grades will enroll in a program leading to certification in pre-K to grade 4 and Special Education.

A program leading to certification in grades 4 through 8 with a specific content emphasis is currently in the planning phase and will begin in the fall of 2010.

IUP will continue to offer programs in all the secondary areas leading to certification for teaching grades 7 through 12.
